She indicated that this reform would not require an amendment to the constitution. The advisory board was expected to have been appointed by the end of December 2015. The criteria for appointment to the Senate would be "outstanding personal qualities that include integrity and ethics and experience in public life, community service or leadership in their field of expertise". At the time of the announcement, there were 17 Senate vacancies and these were expected to be filled by the end of 2016.[3]
