Although putting Japan's economy on a wartime footing slowed down the depletion of its treasury, the economic situation was not sustainable long-term, given the cost of maintaining a military that could deal with the Soviet Union in a border conflict. The Japanese government thus wished to force the Chinese into submission quickly in order to gather resources to move on with their decision over northward and southward expansion. For the Japanese commanders, it was decided that Chinese resistance should be put to an end at Wuhan.[4]
