This was the first time in recent history the United States had withdrawn from a major international arms treaty. However, the humble foreign policy outlined by Bush during his campaign was quickly dropped after the terrorist attacks of 9/11 in favor of a more aggressive policy that has been dubbed the Bush Doctrine.
