In page Nagorno-Karabakh War:
"During the winter of 1991–1992 Stepanakert, the capital of Nagorno-Karabakh, was blockaded by Azerbaijani forces and many civilian targets in the city were intentionally bombarded by artillery and aircraft.[1] The bombardment of Stepanakert and adjacent Armenian-held towns and villages during the blockade caused widespread destruction[2][3] and the Interior Minister of Nagorno-Karabakh claimed that 169 Armenians died between October 1991 and April 1992.[4] Azerbaijan used weapons such as the famed BM-21 Grad multiple-launch rocket system during the bombardment. The indiscriminate shelling and aerial attacks, which generally terrorized the civilian population, destroyed numerous civilian buildings, including homes, hospitals and other non-legitimate military targets.[5]
