Anyone on the electoral register and eligible to vote in a general election was entitled to vote in the referendum.[5] This includes British citizens living outside the UK who were registered as overseas electors. In addition, Members of the House of Lords, who are not eligible to vote in a general election, were entitled to vote in the referendum, provided they were entitled to vote in local elections.
