"In earlier plan, the first H3 was to be launched in the fiscal year 2020 in H3-30 configuration which is without solid-rocket boosters, and with boosters in FY2021.[5][6] During the development of LE-9 some problems were found and decided to develop the engine in two stages.[7] The type-1 engine is to use the fuel ejector with a conventional machining manufacturing, and to use a suboptimal operational condition of liquid hydrogen turbopump to avoid vibration resonance. The type-2 engine will use the ejector with a 3D manufacturing method, and the improved turbopump which suppresses vibration.[7] To compensate the suboptimal performance of the type-1 LE-9 engines, the first H3 test flight was changed to use H3-22 configuration which uses two solid-rocket boosters.[7]
