Anawrahta replaced the kings of Lower Burma (Pegu and Thaton) with governors. At Pegu, he allowed the king of Pegu to remain as a vassal king in appreciation of the latter's help in Anawrahta's conquest of Thaton. But after the vassal king's death, he appointed a governor. Due to geographical distances, other tributary areas such as Arakan and Shan Hills were allowed to retain hereditary chieftainships.[1]
