A public enquiry opened on 27 April 2004[15] and lasted ten weeks.[16] The inquiry report broadly supported the Edinburgh council's proposals, but recommended removing some of the exemptions proposed and allowing payment the day after. It also expressed concern at the implementation timetable along with the likelihood of receiving the required public transport improvements.[17] Costs for preparing the scheme were now estimated at £8.1million.
