All three Manitoba party leaders agreed to a federally brokered compromise in June 1990, shortly before the accord's official deadline.[4] The accord nonetheless failed to pass in the Manitoba legislature because of a procedural motion from Elijah Harper, a Cree member of the NDP caucus who argued that it did not give fair representation to indigenous Canadians.
