By 1973, FRELIMO were also mining civilian towns and villages in an attempt to undermine the civilian confidence in the Portuguese forces.[1] "Aldeamentos: agua para todos" (Resettlement villages: water for everyone) was a commonly seen message in the rural areas, as the Portuguese sought to relocate and resettle the indigenous population, in order to isolate the FRELIMO from its civilian base.[7] Conversely, Mondlane's policy of mercy towards civilian Portuguese settlers was abandoned in 1973 by the new commander, Machel.[8] "Panic, demoralisation, abandonment, and a sense of futility – all were reactions among whites in Mozambique" stated conflict historian T. H. Henricksen in 1983.[9]
